What is an institutional change?

Racism, as well other forms of domination and oppression, are institutionalized, meaning that they are systemic. So what does it look like to try to chip away at a system (especially if it is 300 years old?)

Here's one example that is attempting to change the contour and shape of intelligence on the UCSB campus.
